健保制度是台灣對外的招牌之一。2021年全球資料庫網站「Numbeo」最新公布的醫療保健指數（Health Care Index）排行榜，台灣以86.39分連續五年獲得冠軍。回顧這個已然超過25年的健保制度，有哪些讓人滿意與獨特之處？台灣的全民健保制度的成果與實踐，又能為世界醫療保險帶來什麼想法？
本集紀錄片，將透過四個醫療故事，帶領觀眾站在使用者的觀點，透過醫師、家屬、新住民、照顧者等視角，透過實際的案例，一同窺探台灣健保的特殊之處、發展歷史與支撐其發展的基礎。
影片從一場極具風險的「眼眶重建」手術開始，看見顱顏整形團隊如何從年輕患者的眼中搶救因車禍所造成的複視現象；接著從一名新生兒的誕生，從一位母親的自述來看「早產兒」的照護歷程，395g的孩子有什麼風險？沒有健保的時代，他們又將經歷些什麼？第三個故事從一位新住民的腎病開始，歷時七年的紀錄，看見她的姊姊「跨海來台換腎」的姐妹情誼以及背後所引發出的健保設計初衷，以及歷史的脈絡淵源與思維。最後，透過SMA「罕病」照顧者的現身說法，讓我們反思健保在面臨人道與金錢之間的權衡與跌撞，我們的健保，究竟發生了什麼問題？
此集片長46分鐘，試圖梳理這龐大而複雜的醫療保險社會福利制度，讓觀眾透過動人的醫療故事，認識台灣全民健保的獨特性、篳路藍縷的初創故事，與它背後能成功運轉的機制與推手，以及透過此制度實現公平正義的核心精神與對其背後運轉機制的追問。

In 2021, according to the latest Health Care Index rankings by the global database website “Numbeo," Taiwan has consecutively secured the top spot with a score of 86.39 for five years. Looking back at this health insurance system that has been in place for over 25 years, what are the satisfying and unique aspects of it? What achievements and practices of Taiwan’s universal health insurance system could inspire thoughts for global medical insurance?In this documentary, through four medical stories, viewers will be led to see from the perspective of users.
